Role description: Arcadis seeks a Resident Engineer (RE) to join the team in San Francisco to perform a wide variety of professional engineering work in either a field or office setting. The RE is directly responsible for the administration of the BART construction contracts and reviews the work of the contractor in accordance with the BART Resident Engineer's Manual and all governing specifications. The RE reviews the progress of the work to ensure compliance with the contract documents. This will include progressive monitoring of materials and methods used as well as inspection of the finished products before acceptance. The RE assures appropriate measurement, payments are made as necessary, and all project documentation is completed in accordance with departmental policies and procedures. Additionally, the RE is responsible for proactively reviewing the contract documents to anticipate, identify, and/or prepare any change orders needed to resolve conflicts and/or recommend improvements. Role Accountabilities: Directly responsible for overall procurement/construction project management, including permitting, utilities, traffic, planning, organizing, monitoring, and directing of all construction work activities and resources necessary to complete the project within budget, scope, schedule, and quality requirements. Ensures the safety of BART employees and Contractor's employees, as well as the traveling public by observing the contractor's operations and traffic conditions, making recommendations, and taking corrective action when necessary. Confers with contractors regarding compliance with plans and quality of work and construction activity. Performs field inspections of contractor's work to determine compliance with plans, specifications, special provisions, utility agreements, etc. Prepares reports, as well as reviews and incorporates the daily inspection reports from Field Inspectors, in documenting the Contractor's activities. Inspects work at substantial and final completion states. Maintains accurate and complete project records and ensures compliance with departmental policies and procedures. Schedules and conducts weekly progress meetings and prepares meeting summaries. Report as required to BART Executive leadership. Prepares contract change orders for making alterations, deviations, additions to, or deletions from the plans and specifications to ensure proper completion or construction of the contract. Assists BART in the resolution and response to contractor disputes promptly as provided by the contract. Ensure conformance with all BART contract documents. Required Qualifications: Approximately ten (10) years of experience in Construction Management. Approximately three (3) years of supervisory experience in the management of major construction contracts of similar size and scope. Bachelor's degree in Engineering. Registration as a Professional Engineer or a Certified Construction Manager or equivalent. Key Skills and Abilities: Experience as a Resident Engineer, Construction Manager, or Project Manager on a heavy rail project of at least $5 million. Prior experience with construction/operations on a rail system. Valid California Class C driver's license. Preferred Qualifications: BART experience.
