Description

Directs a multi-disciplinary team including: project managers, interior designers, equipment planners, architects, engineers, support staff and consultants. Responsible for (Service Area workload from $20 million to $250 million) all aspects of the acquisition and design & construction process for multiple projects to and including medical center replacements, from design, environmental impact, city/state approval to construction and turnover to the Medical Center staff. Ensures projects are completed on budget, on time, and within Kaiser's standards for quality and applicable regulatory requirements. Serves as the key facilities staff resource/participant on the Market Area management team. Essential Functions: - Provides leadership to the project team(s) and develops professional competencies among staff. - Directs staff in their attainment of service quality and cost objectives. - Provides comprehensive consultation to Service Area management during all phases of a design & construction project from property/lease searches/acquisitions, site master planning, functional and space programming, design, estimating, feasibility studies, environmental impacts, city/state approvals, equipment and furniture planning, to construction and turnover of completed projects to the medical facility staff. - Ensures production of superior design & construction efforts in accordance with published standards, while taking into account aesthetics, suitability of design to specific areas and member populations, marketing efforts, trends in health care delivery, current legislation, regulatory and legal requirements, cost effectiveness and constructability. - Serves as a key member of each Service Area management team, providing direct support to projects, acquisitions and strategic thinking and technical input to the development of Service Area multi-year capital plans and priorities. - Negotiates fees and business decisions for contracts with architectural/engineering consultants, general contractors and subcontractors. - Ensures that sufficient and appropriate financial and project management controls are in place to protect the organization against undue risk. - Directs and oversees the operating budget. - Manages team and all project resources within allocated funding/budget, ensuring that resources remain balanced with project workload. - Identifies/implements strategies to reduce costs and improve service. - In divisions where there is no physical presence of a Hub Director, the Manager, Facilities Development is responsible for overall management of the consolidated Facilities Services Department. - Actively supports training directives from the NFS Core. Basic Qualifications: Experience- Minimum eight (8) years of experience in management/leadership, preferably in health care or facilities services environment.- Minimum ten (10) years of experience and knowledge in leading the design and construction activities for hospital and medical office buildings; directing a major function within area of expertise; evaluating consultant proposals; negotiating contracts; and managing project close-out procedures.Education- Bachelor's degree in business, architecture, engineering or related field, OR four (4) years of experience in a directly related field.- High School Diploma or General Education Development (GED) required.License, Certification, Registration- N/A Additional Requirements:- Ability to lead professionals and manage others through influence and cooperation.- Extensive knowledge of Federal, State and local laws and regulations related to real estate and land development and health facility projects; local entitlement and permitting processes, to include compliance with CEQA.- Specific knowledge of OSHPD (in California) and similar regulatory agencies practices/policies/procedures in other states.- Extensive knowledge of contract administration and claims/dispute resolution methods.- Excellent verbal and written communication and negotiation skills required.- Must be able to work in a Labor/Management Partnership environment. Preferred Qualifications:- Master's degree preferred.- Professional license/registration/certification in area of expertise is preferred.
