Accountability
The Energy Analyst is accountable by ensuring optimization of BVES’ energy resources. As a responsible professional, the incumbent in this position must have the ability to work independently, exercise initiative and judgment in the performance of the core job responsibilities of this position. The incumbent also needs to be skilled in the ability to answer questions, draw conclusions and make recommendations as needed to facilitate a dynamic and high performance organization.
Essential Duties and Responsibilities
- Optimizes SCE transmission capacity
- Negotiates transmission service contracts
- Performs line loss studies & mitigation plans
- Carrying charge development (including economic carrying charge)
- Evaluates life cycle analysis of production options
- Conducts analysis of customer generation/integration with BVES distribution
- Evaluates BVES adjustments to CPUC published Market Price Referent (MPR)
- Administers CEC's Power Source Disclosure Program
- Performs REC option analysis - economic benefits and costs
- Monitors bills for contract power for reasonability and for detailed calculations
- Reviews actual vs. forecasted use of hourly CAISO market based energy (Settlement)
- Monitors Goldhill and Harnish meters for SCE billing errors
- Evaluates Benefit/Cost ratios for various improvements to distribution system
- Develops load profiles by rate class for use in MC and Cost of Service studies
- Conducts statistical studies to monitor precision of sample
- Recommends redeployment of sample and design new sample
- Monthly review of database to groom load data and alert meter groups to malfunctioning meters
- Supports Time of Use (TOU) and other manual billing with load data by TOU
- Makes recommendations on deployment of advanced metering for load control, etc.
- Develops annual report of sample evaluation
- Programs inquiries to SQL database
- Evaluates/monitors BVES' TOU rating periods (identify seasonal periods, on-peak times, etc.)
- Other duties as assigned
- Bachelor’s Degree in Engineering or Economics or related discipline
- Five years of electrical utility experience, including power generation
- Understanding of California energy market
- Experience with regulatory processes
- Proficiency in Microsoft Office
- Strong written, interpersonal and presentation skills
- Strong to excellent oral and written communication and analytical skills
- Good negotiation skills
